Notice of Application by NYSEG – SCATE Project

PUBLIC NOTICE

IN THE MATTER OF APPLICATION OF
NEW YORK STATE ELECTRIC & GAS CORPORATION

FOR A CERTIFICATE OF ENVIRONMENTAL COMPATIBILITY AND PUBLIC NEED

PURSUANT TO ARTICLE VII OF THE PUBLIC SERVICE LAW FOR THE STEUBEN-
CHEMUNG AREA TRANSMISSION ENHANCEMENT PROJECT

TO WHOM IT MAY CONCERN:
PLEASE TAKE NOTICE that New York State Electric & Gas Corporation (NYSEG) intends to file
an application (Application) with the New York State Public Service Commission (Commission)
pursuant to Article VII of the Public Service Law (PSL) of the State of New York for a Certificate
of Environmental Compatibility and Public Need (Certificate) for the construction, operation and
maintenance of the “Steuben-Chemung Area Transmission Enhancement Project” (Project) in
Steuben County and Chemung County, New York. NYSEG must receive a Certificate from the
Commission before constructing the Project.
DESCRIPTION OF THE PROJECT:
The Project is NYSEG’s proposal to rebuild the following 230 kilovolt (kV) electric transmission
lines: (1) the first approximately one-half mile of NYSEG’s existing line that runs southeast from
the Canandaigua Substation in the Town of Cohocton (line 74); (2) the remaining approximately 23
miles of the line that continues southeast to the Stoney Ridge Substation in the Town of Campbell
(line 68); (3) approximately 27 miles of NYSEG’s line that runs from the Stoney Ridge Substation
to the Hillside Substation in the City of Elmira (line 72); and (4) approximately 1.5 miles of
NYSEG’s line that runs from the Hillside Substation to the Watercure Substation in the Town of
Elmira (line 69).
NYSEG proposes to rebuild each line within its existing right-of-way (ROW), primarily on an offset
of generally 65 to 75 feet from its existing centerline. The only exception would be expanding the
ROW in one location along line 68. To keep lines 72 and 69 energized while construction activities
are performed, it will be necessary to use temporary lines for portions of the rebuilds near the
Hillside and Watercure Substations.
The Project includes removal of all of the conductor, insulators and existing structures of the lines
that will be rebuilt and replacing them with new facilities. The Project also includes: installing
stormwater management features; establishing one or more temporary laydown/staging areas and
marshaling yards; and constructing or improving supporting access roads.
Exhibit E-4 of the Application will provide further details about the need for the Project.
Exhibit 3 of the Application will provide a description of the various alternatives NYSEG considered
to address the need for the Project. The considered alternatives include alternative transmission line
routes, alternative structure types, a no-action alternative, alternative transmission line technologies,
and non-wires alternatives.

PROPOSED ROUTE
The route of the Project is proposed to extend approximately 52 miles and run generally
southeastward. It begins at the Canandaigua Substation in the Town of Cohocton in Steuben County
and runs to the Stoney Ridge Substation in the Town of Campbell in Steuben County. From there, it
runs to the Hillside Substation in the City of Elmira in Chemung County, then it ends at the
Watercure Substation in the Town of Elmira in Chemung County. The route runs through the Towns
of Cohocton, Avoca, Bath, Campbell and Hornby, and the Village of Savona, in Steuben County,
and the Towns of Catlin, Veteran, Horseheads and Elmira, and the City of Elmira, in Chemung
County. The locations of the proposed transmission line facilities will be shown in Exhibit 2 of the
Application and associated figures.
DATE OF FILING
NYSEG expects to file the Application with the Commission on or about April 14, 2025.
AVAILABILITY OF APPLICATION
A copy of the Application will be served upon the chief executive officers of Steuben County,
Chemung County, the Towns of Cohocton, Avoca, Bath, Campbell, Hornby, Catlin, Veteran,
Horseheads and Elmira, the City of Elmira, and the Village of Savona, New York, and a copy will
be available for public inspection in each of the following locations:
