July 6, 2026
OPENING OF MEETING:
The Planning Board meeting was conducted on July 6, 2026.
Carol motioned to take attendance. Nick seconded. All in favor. Carried.

PUBLIC HEARINGS:
READING OF MINUTES:
Richard Winkky said that his name was spelt wrong. Jeremy made a motion to accept the minutes. Nick seconded the motion. All in favor. Carried.
PUBLIC COMMENT:
Marlene Little, of Sullivan Road has concerns about possible well contamination from sediment/ erosion during the construction phase of the Veteran Hill Solar project. Also, she wanted to let everyone know that Jay Manwaring passed away.
Carol made a motion that we close public comment. Jeremy seconded. All in favor. Carried.
NEW BUSINESS:
New application is expected.
OLD BUSINESS:
Veteran Hill Solar Project:
– The Tree survey, visual impact, stormwater/flooding, fire department review, emergency response, driveways were discussed.
– The 3D modeling is projected to be finished by the end of the month.
– The borders of town of Horseheads and Veteran were discussed.
– It was suggested that flagging, signs, or speed bumps should be added during construction.
– The host agreement, decommissioning plan needs to be completed, the 3D modeling, approval from the fire department, and the storm water plans are needed by the August meeting.
– Still waiting to hear from the Highway Department.
